Spokesman for Sol Plaatje Municipality, Sello Matsie, added that no permission or authorisation was granted to use the treated effluent from the Homevale Waste Water Treatment Works (WWTW).
“An agreement with servitude farmers is pending. It is our understanding that the ploughing and water use licence that should have been obtained by BW Properties, from the Department of Water and Sanitation, is still outstanding,” said Matsie.
He estimated that the pipeline had been utilised since 2012/13 when it was constructed.
