Twelve years in the making and some say, R1-billion over budget, a grandiose construction – meant to be the largest psychiatric hospital in the southern hemisphere – has become the subject of ongoing forensic inquiries and finger-pointing in Kimberley. Psychiatric facilities in the province are desperately lacking — patients await hospital placement in prison because the health department has too few beds in existing hospitals.
