eNatis Proof of Address Confirmation

Note:  After 31 October 2015 the traffic department will not process renewals or applications for licence discs or drivers licences unless the person completed the details and address confirmation beforehand or do it together with the application or renewal.

The notice at the traffic department should rather read:  Owners whose address particulars have not been verified by 31 October 2015, will not be issued with a motor vehicle licence unless the verification process is completed with the renewal.

There may be a cut off date later in the future, before which, the proof of address needs to be completed. Further details on the possible cut off date will be published when confirmed.

The confusion on the deadline of the implementation of regulation 32A governing the verification of address particulars on the eNaTIS system in the media and at some government departments seem to be mainly as a result of misinterpretation of  poorly worded notices, press releases and even the regulation itself.

The regulation was published on 1 November 2014 and will become affective on 1 November 2015.  The regulation requires any person who is registered on the eNaTIS or who wishes to make use of the eNaTIS services to, after a period of 12 months from the date of publication of the regulation in the government gazette, submit proof of their full names, identity number, residential and postal address. The system is similar to RICA in telecommunications and FICA in banking.

NOTE ONLY ONE CONFIRMATION NEEDS TO BE DONE FOR EACH PERSON AND BUSINESS who have vehicles registered in their names.  It is not necessary to do it for each vehicle.

HOW TO CONFIRM YOUR DETAILS

It is recommended to take with a copy off all documentation, accounts and your ID.  This will help speed up the process as the traffic department will not have to make copies while processing your

Take with: 

  • A completed NCP Form (Click to download a copy as supplied on the eNaTIS website)
  • Your ID
  • a Copy or your ID
  • Proof of address (Not older than 3 months)
    • a) The original and copies of utility or similar accounts confirming your postal and residential address, or
    • b) In the case where you are not the person in whose name the account is issued, the person in whose name the utility account is issued must make an affidavit or affirmation declaring that you reside at the address and the affidavit or affirmation must be accompanied by the utility account of such person, or
    • c) If you reside in an informal settlement a letter with an official date stamp from the ward councillor confirming your postal and residential address.

With renewal of the licence disc of a vehicle registered in your name or with the new registration of a vehicle in your name.

Take with: 

  • Your ID
  • A Copy or your ID
  • Proof of address (Not older than 3 months)
    • a) The original and copies of utility or similar accounts confirming your postal and residential address, or
    • b) In the case where the you are not the person in whose name the account is issued, the person in whose name the utility account is issued must make an affidavit or affirmation declaring that you reside at the address and the affidavit or affirmation must be accompanied by the utility account of such person, or
    • c) If you reside in an informal settlement a letter with an official date stamp from the ward councillor confirming your postal and residential address.

*NOTE: If a vehicle is registered in the name of a business you have to provide proof of the business name, the business registration number as well as the postal and physical address of the business.

Transport on verification of address particulars for eNatis

Statement by Department of Transport on the National Road Traffic Regulations, 2000 (Gazette Number 38142): Implementation of Regulation 32A

On 31 October 2014, the Department of Transport published amendments to the National Road Traffic Regulations, 2000 under the government gazette 38142 for commencement.

One of the significant amendments contained in this gazette is the insertion of regulation 32A which provides for the verification of address particulars on the eNaTIS system for purposes of making sure that all people registered on the eNaTIS promptly and timeously receive their vehicle and driving licence renewal notices and any other road traffic related communique.

The Regulations were amended in order to request a person or body of persons who is/are registered on the eNaTIS or wishes/wish to make use of the eNaTIS services to, after a period of 12 months from the date of publication of the regulation in the Gazette, submit proof of

(a)   Full names;
(b)   Identity number; and
(c)    Residential and postal address.

The proof that may be submitted shall be in the case of:

(a)  Full names, identity number and business registration number, any form of acceptable identification, i.e. a valid South African passport, in the case of foreign nationals a traffic register number certificate, in the case of a company or close corporation, the full names, identity number or nationality of the proxy or the manager of the company; and or a person who is authorised to represent the company in all business relationships or to enter into a transaction on behalf of the company or close corporation together with a duly completed proof of business address by any person authorized thereto;

(b) Postal and residential address, any utility, clothing, cell phone or telephone account not older than three months, in the case where the person is not the person in whose name the utility account is issued, the person in whose name the utility account is issued must make an affidavit or affirmation declaring that the person resides at the address and the affidavit or affirmation must be accompanied by the utility account of such a person.

(c) In the case of a person who resides at an informal settlement or resides in a rural area, a letter with an official date stamp from the ward councillor or local tribal authority confirming the postal and residential address of such person and or an affidavit confirming proof of residential address.

This regulation comes into effect on 1 November 2015.

Scope of application

This regulation will apply to all the drivers of a motor vehicle and all persons registered on the eNaTIS or wish to make use of the eNaTIS services be it because they are holders of a valid South African driving licence or they are motor vehicle owners.

Non-compliance

Non-compliance will result in non-receipt of important vehicle and driving licence renewal notices and any other road traffic related communique which are central to efficient communication with the eNaTIS users.

This communication is aimed at raising awareness and informing members of the public about the new law and the need to have their particulars updated.

The Department wishes to bring to the attention of all members of the public that the issuance of the Letter Confirmation is a free service and is not to be paid for.

Regulation 32A to come into effect

 Pretoria – The Department of Transport has reminded the public that regulation 32A, which provides for the verification of address particulars on the eNaTIS system, will come into effect in November.

This comes as the department on 31 October 2014 published amendments to the National Road Traffic Regulations, 2000 under the government gazette 38142 for commencement.

The regulations were amended to request a person or body of persons who is/are registered on the eNaTIS or wishes to make use of the eNaTIS services to, after a period of 12 months from the date of publication of the regulation in the government gazette, to submit proof of their full names, identity number and residential and postal address.

The department said one must submit full names, identity number and business registration number and any form of acceptable identification. In the case of a company or close corporation, the full names, identity number or nationality of the proxy or the manager of the company; and or a person who is authorised to represent the company in all business relationships.

Also, proof of postal and residential address and any utility, clothing, cell phone or telephone account not older than three months must be submitted.

In the case where the person is not the person in whose name the utility account is issued, the person in whose name the utility account is issued must make an affidavit or affirmation declaring that the person resides at the address.

Content of Regulation 32A of the National Road Traffic Act 93 of 1996

32A. Verification of address particulars

(1) Subject to paragraphs (2), a person or body of persons who is registered on the NaTIS or wishes to make use of the NaTIS services shall, after a period of 12 months from the date of publication of this regulation in the Gazette, submit proof of-

(a) full names;

(b) date of birth;

(c) identity number; and

(d) residential and postal address.

(2) The Minister may-

(a) determine different dates for compliance with provisions of subregulation (1) in respect of different categories of persons; and

(b) extend any date as determined in paragraph (a).

(3) A person or body of persons shall submit proof of such change of particulars and complete form NCP as shown in Schedule 2 within 21 days, as required in subregulation (1) to the appropriate registering authority of such person or body of persons or any driving licence testing centre.

(4) A person may comply with the requirements of subregulation (1) by updating his or her details on-line by accessing the website of the Department and provide the required information by completing the change of address form, and electronically submitting the documents contemplated in subregulation (5) in the manner indicated on the website.

(5) Proof that may be submitted as required in terms of subregulation (1) must be, in the case of-

(a) full names, date of birth, identity number and business registration number, any form of acceptable identification;

(b) postal and residential address, any utility account: Provided that in the case where the person is not the person in whose name the utility account is issued, the person in whose name the utility account is issued must make an affidavit or affirmation declaring that the person resides at the address and the affidavit or affirmation must be accompanied by the utility account of such person; and

(c) a person who resides at an informal settlement a letter with an official date stamp from the ward councillor confirming the postal and residential address of such person.
